“Seed storage is undertaken for several purposes and takes different forms, including long-term storage of breeder seed of certified varieties’, the maintenance of reserve stocks of seeds for staple food crops over several years, carry-over seedstocks between crop harvests and subsequent planting seasons, and seed stocks to meet short-term sales requirements”
